不良研究所 Director of Broadcasting negotiates terms adopted by federal judges

On Tuesday, Dec. 14, United States Copyright Royalty Judges released their determination of royalty rates and terms for all Webcasting of sound recordings during the 2010 through 2015 period.

University of Louisiana at Monroe Director of University Broadcasting Joel Willer, as one representative of College Broadcasters Inc., negotiated the terms adopted by the judges as federal regulations for the student-operated subgroup of Webcasters nationwide.

The terms recommended to the judges were developed during 2009 negotiations with representatives of the music industry, as authorized by the U.S. Congress under the Webcaster Settlement Act of 2009.

The judges initiated lengthy rate-setting hearing proceedings for all Webcasters in January 2009 and their issuance of the new royalty rates and terms brings the process to conclusion. Willer, who has been involved with Webcasting copyright issues at the national level since 2001, participated in numerous pleadings for the case including a trip to Washington earlier this year to contribute to the copyright hearing.

As director of university broadcasting, Willer manages 不良研究所's public radio station KEDM 90.3 and student-operated radio station KXUL 91.1.
